3.2 De aanpak
Sierra Leone is een zeer vruchtbaar land met een
groot potentieel (ca 5 miljoen hectare) aan agrarisch
areaal. Het land telde vele oliepalmplantages, maar
door de recente oorlog zijn deze in de laatste 20 jaar
niet meer onderhouden. De palmolie wordt op kleine
schaal door boeren geproduceerd. Dit geschiedt op
de traditionele handmatige wijze waarbij vooral de
arbeid van vrouwen wordt ingezet. De handmatige
methode leidt tot een aanzienlijk verlies van kwantiteit
en kwaliteit van de olie en is extreem arbeidsintensief.
Door de introductie van simpele mechanisering,
betere palmvariëteiten en een effciënter agrarisch
management, zal de productie per boer sterk
toenemen. Een groter areaal kan worden bewerkt en
er treedt minder verlies van olie op. Naar verwachting
zal het inkomen per gezin substantieel toenemen. Deze
nieuwe aanpak behelst de structurele fnanciering van
gezondheidszorg- en onderwijsvoorzieningen in Sierra
Leone door het starten van commerciële projecten,
waarvan (delen van) de winst ten goede komt aan deze
voorzieningen.
De projecten moeten een goede winstverwachting
hebben, substantieel van omvang zijn en een
interessante return on investment bieden aan
investeerders. Immers, alleen dan zullen buitenlandse
investeerders het risico willen nemen om in een
ontwikkelingsland te investeren en blijft er voldoende
ruimte om een deel van de winst te reserveren voor
de duurzame fnanciering van de sociale structuren.
Sierra Leone biedt zakelijke mogelijkheden op tal van
gebieden zoals landbouw, grondstoffen, toerisme,
energie, visserij, etc.
De Lion Heart Foundation heeft op basis van zorgvuldig
onderzoek naar de haalbaarheid en duurzaamheid van
een aantal initiatieven, businessplannen uitgewerkt.
Die hebben inmiddels geleid tot concrete projecten:
1. Palmoliefabriek in Yele (gerealiseerd)
2. Renovatie en herbouw waterkrachtcentrale en
elektriciteitsnetwerk in Yele (gereed: medio 2012)
3. Renovatie en operationaliseren waterzuiverings-
installatie in Yele (deels gerealiseerd)
The approach
Sierra Leone is a very fertile country with a large
potential (12 million acres) for agricultural land. There
were many palm oil plantations, but the war disrupted
maintenance and production failed. The palm oil is now
produced by smallholders.
With the introduction of simple machinery, improved
strains of palm trees and more effcient farm
management, the farmer can greatly improve his harvest
yield and extract a higher volume of palm oil, bringing
more wealth. This is due to the introduction of the palm
oil mill in Yele with an improved oil extraction rate and
market related palm fruit pricing. A classic example
of structural fnancing (10 years max) of a commercial
project which will eventually fund the running costs of
our new hospital in Yele. This new approach covers the
structural fnancing of health and education services in
Sierra Leone through start up of commercial projects,
parts of the profts of which will be used for said services.
As a minimum these projects must be of substantial
size, have solid proft forecasts and offer an interesting
return on investment for investors, to be able to attract
foreign investors to this developing country whilst at the
same time sustainably fnance these emerging social
structures.
As a country, Sierra Leone offers attractive business
opportunities in terms of agriculture, mineral resources,
tourism, energy, fshery, etc.
On the basis of a careful consideration of the feasibility
and sustainability of a select number of initiatives, the
Lion Heart Foundation has prepared business plans for
the following projects:
1. A palm oil plant in Yele (completed and operational)
2. Renovation and refurbishment of a hydro-electric
power plant and local grid in Yele (expected
completion date mid 2012)
3. Renovation and start-up of a water purifcation plant
in Yele (partially completed)
